Report: Bribes Fuel Corruption in Nigeria Police

LAGOS, Nigeria -- A new report claims Nigeria's federal police officers use illegal arrests, torture and killing to demand bribes from innocent people.

The report released Tuesday by Human Rights Watch claims police officers sometimes kill people over as little as 13 cents.

The report also says police recruits must bribe their way into uniforms and then meet a bribe quota to hold onto lucrative positions.

A police spokesman said the report contains "largely embellished innuendoes" and reached a preconceived conclusion.

Activists and international groups long have criticized Nigeria's police for committing so-called extrajudicial killings with impunity in Africa's most populous nation.
