Switzerland’s decision to impose a one-year quota on immigration from all European Union countries appears likely to be the first nail in the coffin of the hallmark Schengen agreement, which allows for the free movement of Europeans across the continent. Pressure will grow in some EU countries to follow Switzerland’s example and close borders to immigrants, many from southern Europe where unemployment is high. Closed borders could push unemployment higher in countries like Spain and Italy and exacerbate the crisis in the eurozone.
