Japan’s first annual defense ministry report under Prime Minister Shinzo Abe warns of the rising threat from China and North Korea and lays out five scenarios that could lead Japan to war. But it is the subtext of the report that is the biggest news. In detailing the threats that Japan faces and urging that Japan prepare to defend itself, Japan’s military and political leadership is signaling that it has lost confidence in the U.S. guarantee of protection that has existed since the end of World War II.
