Iran’s failure to accept the International Atomic Energy Agency’s (IAEA) new plan for inspections of its nuclear facilities suggests it is in no rush to reach a deal over its nuclear program. Despite deepening sanctions, Tehran appears to be prepared to bear significant economic hardship as it approaches key milestones in the development of a potential nuclear weapon. But there also are indications that Tehran may be buoyed by President Barack Obama’s recent nominations for key national security positions.
